I would think a light scuff with a scotchbrite pad or some 220 grit would be all you'd need before spraying... you could also use some wax and grease remover but shouldn't have to if the parts are new...

Even thou you have NEW parts doesnt mean they dont have some type of film on them. If you dont remove any oils etc then proceed to sand all you are doing is sanding the containments RIGHT into the primer or metal.
Wiping the part down with a surface cleaner aka wax and grease remover prior to sanding will remove any type of film. Then you can sand away. Also once done you should also wipe the entire surface again with the cleaner before any priming.
As for which grits to use, a red scuff pad on areas that a da wont reach. 400 grit on a da will work just fine for primer surfacer or a sealer. Thats what I use to prep new panels at work...Eric

Do you have to prime over new parts or can you clean, scuff and paint?

You dont have to prime anything if you dont want to prime.
Priming and blocking will remove the slight waves in the surface.
If all you want is to scuff and paint then all you need to do is sand the part with a red scuff pad or 400grit on a da sander.
Then you should spray on a NON sanding sealer then you can paint. The sealer provides adhesion, etc basically it just makes sure that you have a good base for the paint.
So just clean, sand, clean, seal and paint.
