Anyone know of any good blog/posts/sites on surface rust removal and prepwork for paint?

Also I heard from a friend of a friend about a new glue system that you can glue in parts (rocker replacement) instead of welding, supposedly it is better in that you do not have to worry as much about rust on the welds, and not as much if any grinding to do to smooth it out. Any opinions on this? He is a body shop guy but I do not know him well enough to take only his opinion.
