Just all of a sudden when I start my truck the brake light on the instrument panel lights up and stays on. Is it a short? How can I check this out?

Could be your brakes are trying to tell you something. That light will usually come on when there is an imbalance in pressure in the distribution block next to the master cylinder.

Emergency pedal is depressed or imbalanced proportion valve(leaking brakes)

When I pull the parking brake release, the brake comes off and the foot pedal clangs, but it doesn't "latch" in the up position. The light on the dash stays lit until I reach down and lift the parking brake up to "latch" it up. Just a thought.
