My father in law has a 64mb USB jump drive.It will work in XP but his laptop with Win 98 will not find the drive,is this normal?

Yes

!st edition of Win98 didn't really have the ability to read USB devices. Win98 second edition did, but it wasn't all that stable. ME did OK, but it didn't really become stable (as much as you can with Windows) until XP.

Most of thoise drives come with software that alows hem to be used with Windows 98. I would check the manufacturers website to see if it is available for download.

Someone told they all use the same software under windows 98, but I don't know if that is true.

They don't always use the same driver...it's solely dependent on the chipset the manufacturer solders to the PCB as to what devideID it's going to have when Windows sees it and what driver will be used.

If the deviceID matches something Windows 98 supports, a driver won't be necessary. XP has a much, much larger support base for USB drivers and every other driver out there, which is just one more reason to upgrade - a lot of manufacturers don't even support driver downloads and updates for Win98 anymore.
