00000 steel wool will not scratch real chrome wheels. I've used it plenty of times to remove surface rust with no problems.

Are you sure your wheels are chrome and not polished aluminum?

HouseHold item. Aluminum foil from the kitchen. Sounds crazy but it really works. Just put a little soapy water, and scrub away. Oh I usually fold it up kinda like a piece of sandpaper.
