They mount on the front frame horns of the truck on the outer flat surface of the metal frame itself. Some trucks are factory drilled for the hooks if they were ordered as option. Not sure about the 60-66 era but my '71 4x4 which uses a differant style hook was not drilled for them. The hooks mount with the curl or open end pointing back to rear of truck. Do a search for "tow hooks" and should be some pics available. :)

so the twist points inward not outward? The 60-68 style have less of a twist but I was trying to figure that one out.
