I use irfanview from www.irfanview.com. It is easy to use, and FREE!

A couple of tutorials:

Irfanview has lots of options besides just re-sizing. You can edit, customize, add text, and more with Irfanview. It is one of the best free programs available, and everyone should give it a try. I use it every day, wouldn't be without it. I also have the XP resizer, never touch it.

I am in total agreement with barn9. I pay $6.00 a month for hosting specifically for pictures. Quite a few of the places I post require a maximum image size AND file size. I am able to EASILY modify pictures to satisfy BOTH requirements all in one program.

Irfanview is the best. SO much easier to use than anything else I've ever tried.
