During the ice storm I had some elctric surging. My computer was off but the speakers were power up. They lost power and now sound. I get a new set of speakers and they have power but no sound. I have checked all the sounds and volumes/properties and everything there looks good. What else?

Go into the Control Panel, double-click the System icon (if there is a note on the left-hand side of the Control Panel saying "switch to classic view", you may need to click this to find the System idon). Once inside the System menu, click the Hardware tab, then the Device manager button.
What version of Wiundows are you running? This is utterly important to know. It's hard for me to fully help you unless you let me know fully what you have.
Got a spare sound card you can test? If not, I can send one spare for you to keep. I suppose if I send in DHL envelope, should be around $5-6.

I have XP running IE7. I don't have an extra sound card yet but sure I will have if I can find one locally. If not I will let you know.

Got it.......... Something about the plug in the rear. I unplugged it and plugged it back in and it worked. :) So it works for me. :)
