agreed... kick the high beam switch. If nothing happens, unplug the switch, and jump the wires. If I remember right, there are two side by side with one centered on top. Again,,, going off of memory here, the top centered one is powere, jump that to either of the others... and if you have light, then your switch is out to lunch.
Common problem, and the switch should be avsalible at just about any parts house.

Its got me stumped... I wasnt reading any power out of the fuse block so i called up painless tech line and i now have that fixed. so they should work right? I have 12v at the connection for each light and they still wont turn on!!! I would think as long as theres power they would work, any new ideas?

If you have 12V at the lights it has to be a ground problem. Try a jumper wire to ground and see what happens. Try to ground right to the battery. Chris

thanks chris, it was a ground problem, I had it grounded from the rad support to the frame and it wasnt working right. My tailights arent workin either. the blinkers work but the lights wont come on. Its not reading anything out back either. i do have 12v at the switch and on the fuse block

Put ground straps from the rad support to the frame, frame to motor, frame to cab, frame to bed, and any other appendages you may have. Paint and rust could be in the way of parts grounding themselves.

I went and bought some braided stainless ground straps and used them to ground my doors (door handle solenoids). and their performance went up 10x.
