that's a Jacobs p/n tool to adjust n14 cbrake slave piston gap..

double ended because - one side for odd cylinders, the other for even ;)

there's one on static display outside a small museum by March AFB I've seen a few times..

I'm guessing that a extension spring rests in the groove at the middle, and the larger diameters on the ends support it when stretched?
