Stock steering column help

Today I thought I'd pull apart the stock column to figure out why the indicator moved with the shift lever. It looks like there should be three tabs holding this part in place around the column, and one is broken off at the bottom. Is this right, is there anything else missing, and is this repairable? I'd rather not swap out the whole column, but will if there is no option.

What else should I look at changing out? The top bearing seems shot but looks different than what I am seeing in all of the catalogs. Is the only bearing centering the steering shaft on the part holding the indicator? The wheel is cracked everywhere - are these worth repairing? Maybe JB weld and sand? I'm not looking for show quality, just solid driver.
