Rear fuel tank skid plate color?

I just installed a new gas tank and pump. Before putting the skid plate back on, it looks like it was painted white by previous owner. Was it painted from the factory or bare steel?

Oh, and just tried starting truck this morning.....nothing. Crank and crank and crank. :(

New Spectra tank, New Delphi pump and hanger assembly. About 200 miles on pump and now dead I assume.
