Do the inner door handles and window cranks work with the panels off?

At the moment I'm trying to remove all possible while maintaining start and stop. Would like to hit the door panels next.

Speak of cranks and handles, nearly everywhere I look reads "slip tool between panel and crank or handle." Unless I'm mistaken, isn't it really between the escutcheon and crank or handle for clip removal?

Yes it is. the handles and relay will work without the panel no problem. Also here is a little body shop tip from me line up the U part of the clip tool with the handle part of the crank or handle[you know, the part i guess I'd call it the lever part for lack of a better word]. The clip [unless it has been placed wrong] will always line up with the lever part of the handle. No need to spend lots of time searching for the clip. Just line up the U with the lever part and wiggle the tool a little as you push in it will pop the clip right out. Place a rag or you hand on the back side as those clips like to become airborne after gaining freedom. Jim

What I do is pry it apart a bit so you can see in with a flashlite and then figure the best plan of attack. You never know which direction it was installed last.....
