cut out floor and kick panel?

I'm replacing sections of my floor and kick panel. My rocker panel is still in good shape and I'm leaving it in place.

I'm not sure how to cut out a section of the floor pan and was hoping someone could help. The floor pan has a step in it that extends downward along the inside of the rocker panel. This step meets with the outer rocket panel and forms the gulley that they door weather stripping sits in. I'm not sure how to cut the inner corner of the floor out without damaging the outer rocker. Does anyone know of a good tool that will fit in super tight places and cuts metal well?

That may have sounded confusing, but hopefully someone who has replaced floor pans before will know what I'm talking about.
