Most New England states do not Title older vehicles. I know in Maine you transfer ownership with the registration. it is written just like a title transfer on the back of the registration. I have never had an issue with a valid registration and a notarized bill of sale.

Way different than here in California!!! Not sure if it is a consideration but just something that I noticed.

PS Do not for one minute think that I agree with how things are here in California :(

Same with New York State for vehicles pre 1973. The registration is transferable and is the ownership document. Most other states know that.
