1988 RPO Code 8E1 Fuel additional 3 Gallons
 
Researching the RPO codes on my 1988 K5 Blazer, one is 8E1-Fuel, "additional 3 gallons." Have no other tank option codes. Does this mean a 28 gallon tank?

Means left factory with 3 gallons more than usual fuel level put in at the factory.
Think it was a $5-$8 charge. Nothing to do with tank size.

31 gallon is RPO NK7 and I think NL9 is smaller tank.

Just chiming in to say this is correct.

Extra fuel was added if the vehicle was going to be undergoing more shuffling around than usual, for instance for an export vehicle that would be loaded/unloaded extra times at a railhead.

We also had a few vehicles that we ran out of gas shuttling between repair areas at the assembly plant, but that would not be what this RPO was intended to cover.

I'm surprised that one came up on the generic RPO decoders, since technically that would be an SEO (Specialty Equipment Option), as indicated by the different numeric/alpha/mumeric format.

Had it pop up few times on RPO broadcast over yrs. Mostly gov or export spec trucks that would need more moving around more usual as Keith pointed out.
My current '91 ex-cop truck doesn't have it but my '87 fire dept K30 did.
