Seat belt retractor

Any way to fix the seat belt retractor? The lap belt would not pull out, now sometime it works free and other times it locks before it is out enough to latch

Just my $.02, I would replace it. If it is acting up that way, what will it do in an accident. I have sprayed WD40 in them to get them past what you are talikng about, but noirmally replaced them soon after. I guess to much racing and crashing that I want to trust my belts/harnesses.
