Treasure Hunts are sold wherever any other Hot Wheels are sold; it's just that employees or friends of employees get them first. I saw my first Treasure Hunt a couple of weeks ago, on a store peg. I didn't buy it though, it wasn't any car that I collect.
I would say your chances are pretty slim to none on finding any on the shelf somewhere, unless you can bribe a stocker.
The only place I know for sure to find them is on ebay.
This is the search I use on ebay specifically for the Treasure Hunts.
