I think that would have been "special paint".Fleet colors were available to any fleet account (about 5 colors that don`t change from year to year) and special was per order by request.Probably "special price",too.

I know at one time you could order a commercial vehicle with no paint code at all that came in primer for you to paint to suit.A friend has a`60 Sedan Delivery that came primered from factory.He can redo it any color and it will be correct as long as it is era correct.
