This will depend on which type of suspension he is using. For example,
The lower bars on a triangulated 4 link DO need to be level at ride height. The upper bars would be shorter than the lowers and of course angled.
On a parallel 4 link the lower bars should also be level at ride height.

Without knowing what type he is using you can't answer that. As stated above, more than just the panhard (if he even uses one) needs to be set at ride height. Pinion angle for one.
In fact, Everything needs to be set at ride height! Thats how you build this stuff.
