Me too. If it's running and driving and not got any or very little must maybe $4000 to me. These are the kind of deals I don't even look at because, like you said, unless its exactly what I want then everything he did to it to make it in his mind worth $9500 will just end up in a pile at my place. He may have 15k in it but it if it doesn't suit me then I just have to do it all again. Especially paint. I haven't painted a vehicle in 30 years but I have no doubt I could do better than the citrus paint coming out of the factories now even if I did it with spray cans in my driveway. I sure won't pay a ton for somebody else's paint job.
