So after looking at the new crossmember I had 2 options, 1st option was to use a washer to make up the gap between the top of the crossmember and the frame rail, or Option 2 was to use the reinforcement plates to fill the gap and to add some better strength to the crossmember... So I chose to use the reinforcement plates. The only set back was that the are for the 2nd hole to mount the frame to the frame rail wasn't going to work, there was a large oval hole where the small 3/8 hole should have been so I cut off 1 inch from the plate and drilled a new hole in the plate and the frame for both sides. So now that should be very nice and resist any bowing or bending in the crossmember a little better.
Edit: I also drilled a hole in the depression along the bottom of the crossmember for water to drain out and stead of just puddling up
