Make sure you are using DOT approved PTC fittings, if not you are going to be fighting an uphill battle.

If you cut the line straight and its still leaking that bad I would say the fitting is toast/junk and need to be replaced with a DOT fitting. Even if that particular fitting was a DOT fitting the O-ring could worn or damaged, causing the leak(unlikely being as it is new). I checked the Vibrant website and did not see anything labeled DOT approved so I'm going to assume they are not.

Cuts need to be straight and free from burrs.

I have some DOT fittings and some no-name fittings on a bagged truck of mine and the non-DOT fittings always leak.
