Thanks Scott for the answer about the relay that was clicking… ended up being the Horn relay, after unplugging the horn relay, the voltage draw is gone… The horn is still working via the external button a PO had installed… Not sure what was up with the horn relay becoming a voltage draw… any insight will be most welcome…
gotta love 43 year old wiring that PO's have hacked on...

Yesterday while driving, I noticed how worn the Gauge cluster looked, so…
I pulled it out looking like this…

Upon removal, I found I was missing a few of the dash light sockets and bulbs, so when I get those in I will pull everything back apart and paint the gauge needles then...
