Get rid of the wire from the HEI to the starter. It is not a true 12V. Take and run a wire from a switched 12V source directly to the HEI.

Some folks run a wire directly from the Fuse box switched connection to the HEI. I happened to use the 12V that was supposed to go to for the water temp light on the dash to the engine sensor. Since it was already in the harness and I wasn't using both the hot and cold light power leads, I used one for the HEI.

Some folks use the ign power to operate a relay that runs the HEI power straight from the battery.
