Are there that many examples of these up there? Because you gotta remember people do relocate and generally they drove a vehicle to their destination. Plus who knows what kind of scheme someone may have come up with to get those up there. Some used car salesman buying trucks cheap in Mexico and shipping them up a truckload at a time.

The tailight thing kind of makes sense though. Standards for lighting and reflectors vary a bit between countries, even today. Just use a different die to punch out the rear of the panel Although it does appear this is more of a cost cutting measure as the tailights are simpler in design. Plus the 1st gen C10 tailgate latches are probably cheaper overall than the 2nd gen mechanism. Maybe that's what they needed to do to be competitive south of the border.
