Not here in WA either. I went in to get some matched once and it was "Give me a Ditzler code or go away", more or less.
I was -expecting- someone to rush out with a color-sensinng digital imager to perfectly scan my existing paint and kick out a formula.
That didn't happen. But if you know the Ditzler code, you could get it mixed up into spray cans at least, I think. So it's just lazy/skill, not environmental in my case.
