Changing Voltage Regulator.

Okay so I decide to change my original voltage regulator and see things are a little different with the new one. In the pics you can see a little condenser type thing attached to the original regulator. Do I need to replace it and if so what is it called as I can't find one listed anywhere. Also the hold down screws are screwed into rubber grommets which are turning with the screw when i tried to get them out. Could I use a washer and nut when I install the new regulator or did the factory do it with the rubber cause of some ground thing or something else.

Alright a little more studying and I realize the bolts with the grommets hold the plate the regulator attaches to so that is solved but what about the condenser thing, anyone?
