I have seen many of both steering wheels in a variety of trucks. I am going to say that the wheel in #1 is for a higher trim level (Silverado , Sierra Classic) and the lower trim levels (Cheyenne and High Sierra) get the wheel shown in 4.
However, wheels are easy enough to change and who knows what might have happened in the past 30+ years.
