There shouldn't be any ohms of resistance on a simple 2 spd switch. Put 12v to the hot and check the pins for voltage. Then cycle the switch to each position and look for voltage. Another way would be put the meter to ohms and one lead on the hot. The speed positions should have infinite resistance. Move the switch to low and the low should have 0. Same test for high.
Test 2 would be the easiest way. If you have more than a few milli ohms of resistance the new switch is bad or your leads arnt making good contact.
