As far as unemployment goes, there are unprecedented numbers of claims...I believe that most states are behind.

California admitted that they were behind because of antiquated systems that couldn't handle the volume and were so old that there really isn't a way to update them. During this flood of claims isn't a good time to replace their system...so I shall remain patient.
