I'm guessing the VO428TBC engine translates to April 28. Were the complete engines stamped at installation? Would that be the build date. Want to know for it's 51st birthday next year.

The three dates are 4/28 as you mentioned for the engine, 4/23 (D23) for the rear axle, and 4/27 (117th day of year) for the transmission. With the build date sticker of 4/71 (and the D (April) by the chevy symbol on your paper), I would guess the truck's build date would be 4/29 or 4/30. Thanks for posting!
