I am currently finding myself in the same situation on my 67. My passenger side needs a lot of work. I have decided to save up and buy the whole panel instead of repair it. The amount of time it would take to repair it in my opinion just isn’t worth it. Plus large repairs as that one inevitably would cause some warpage. Time is money. I think you would be happier in the end if you replaced it. I’m sure I will be once I have the cash to buy the replacement panel. I was in the autobody profession for 12 years and am pretty confident with my skills but I’m not even going to attempt to repair it. That’s my 2 cents. Good luck. 😀
