Pull the center cap off that is held in place by a spring steel retainer just as Hilandr451 noted and pictured in his post. This gives you access to the fasteners to remove the horn ring.

I just picked up this set up anyone have any pics of what the set up under the horn button looks like the guy I bought the truck from has some kind of 80’s steering wheel set up and I need to get all the guts to put this steering wheel set up on my truck any help would be appreciated if what I wrote makes sense 😂
