My only experience with fuel filters is with diesel tractors. I assume this is similar. If the filter is full and never runs out, you'll be completely fine. It's just getting it bled of air and full of fuel that's going to be almost impossible. I'd guess that it might work if the outlet was facing up, but I can't say for sure without studying the filter and housing in person.

Look it over good, and figure out where the fuel flows. If you can arrange it so it's possible to thoroughly bleed the air out, it should be fine.
