I understand. Not only is a higher tank more aesthetic, it's safer because it's less exposed to impacts. Another trick you could use to hide your tank would be to paint the underside flat black.
That looks like an awful lot of welding on that poor tortured filler neck; seems you could get a couple of 90* rubber hoses and connect them with tubing? They make moulded hoses that have extremely sharp bends. Heck, I've even seen guys use 90 PVC elbows for gas fillers (yes, despite what you've read PVC is gasoline resistant - here's the results of an actual test:
