if you've got rust it needs to go to bare metal and then epoxy primer...
if your just trying to save money you can do a panel at a time..but from your description it needs to go to bare metal...

Best I can tell, I only have rust in a few places. The primer underneath the crappy paint is solid (no rust or bubbling etc). Looks like it didn't take in some places.
