Sorry, I just re-read your question and I'm not sure what you mean "for either to work." But I think you mean will the turn signal work properly by only replacing the turn signal flasher, and I believe the answer is yes. So if you are only concerned about turn signals, and not worried about the hazard lights working, then just replace the one flasher. I think it is common for most people to replace both flashers at one time, with the same part number flasher. The one that I have seen people endorse here on the board is the 2-prong electronic type with a ground lead pigtail.
