Ok fellas. Thanks for all your feedback. I'm gonna tell on myself more. My neighbor referred me to a master mechanic that makes house calls after work. He came by today and got my wipers working in 2 minutes.
Like 61K10 says... the are not many fuses in these old trucks. It turns out there is not one for the wipers. Instead they run off a relay.
He simply followed the wire and found that it was plugged into it socket. Plugged it in, ask me which dial is supposed to control it, I showed him, he turned it and the words worked for the first time in at least five years (previous owner never bothered fixing them).
Also, credit to DPowers who suggested that I might want to update the wiring. The mechanic said, they did a horrible job with this writing during the rebuild.
Overall, he says Ol Truck is in pretty good shape.
He is going to fix a transmission leak for me and a turn signal busted down inside the column.
I asked him about later replacing the drums for disc brakes and he said the system plays would run $500 - $600 and the labor would be around $200. That sounds super reasonable to me... any thoughts?
Eventually, I would like to turn the wrench on some of this stuff myself, not to save money, but just to get the satisfaction of working on it myself, but right now I just want stuff fixed fast so that I can pass inspection, get registered and drive this thing!
