That's the first thing I thought of. The check engine light should illuminate as soon as you turn the key to ON. It goes out after the engine starts in normal conditions. With the waterfall of problems you describe you need that diagnostic capability working. You'll have to pull out the gauge cluster assembly and once you do that remove the gas gauge module to replace the 194 bulb in the top center position of that particular module.
I have a Diacom diagnostic setup for OBD1 testing. I'm not aware of any other OBD1 testers and that might be what you need. So much of this stuff is obsolete that makes testing that much more difficult. Try to fix that light. It sounds like you're capable to do that. Just use a light touch since so much of that plastic is old and brittle.
