Just went through that on a passenger rocker, maybe these pictures will help a little. If I lay a straight edge across the original floor / inner rocker it sits roughly 3/8 to 1/2 inch above the new outer rocker seal lip / edge.

I didn't have to replace my inner rocker or floor. I lined my rocker up by hanging the door to check the lower gap and also using door measurements off the drivers side from top of door frame to rocker sill. That gave me a pretty good idea of where the new rocker needed to be. Hanging the door was the most beneficial.
