I have a Summit SUM-M08600VS that is acting up. Quite often when starting, it will not start at all. (unless I depress the pedal and hold it that way)
I suspect it is flooding, and think that it's due to lack of air.
Here's my carb:

I've read that it's just a holley knockoff.
I have reset the electric choke housing to the 'factory' condition (index marker), but as I understand it, this shouldn't matter anyway. This is a problem during initial startup.
Some old holley guides talk about using a bent paper clip to adjust the "Choke Qualifying adjustment", but I don't think that applies to my carb?? Pic attached.
I'm suspecting vacuum leak or adjustment problem.
Am I on the right track here?
Is there an easy way to check the choke pull-off operation without the engine running? I.E pulling off one of the vacuum hoses and attaching to a vacuum tool?
I'm very new to carbs and sort of learning on my own here.
Thanks!
