Use Epoxy primer. Strip a panel and apply epoxy. Etch isn't needed with epoxy. Epoxy is a moisture barrier.
Do not add plasti-dip over the primer. Eventually, the epoxy will start to chalk and look ugly, chalking should be sanded off prior to repaint.
