Do you mean there is 1/4" of slop in/out under the boot inside that red circle? If so, thats a bad inner tie rod end. It probably isn't adjustable, but it probably is replaceable. Take the boot off and look.

SInce its a power rack, I wouldn't be in a big rush to repair it until you know the rack is good. There is all sorts of crap that can go wrong with a power rack.
