Yes. A rod from the key cylinder turns the gear. If you dig into it that far, be sure to tighten the 3(4?) screws that are there. If they are loose, your steering column will have slop.

From your description, sounds like the pinion gear rod broke.

Unless you know it is fairly new, might consider installing a new turn signal switch while you replace the rod. You will pull the switch while getting to the rod.
