It doesn't take long to transform a regular rivet into a convincing rosette, not that I recommend/endorse it. Add a little grime patina...
Back in the 70s and 80s, brand F would rivet the VIN tag to the dash pad, which comes out in a few minutes with a few screws. Swap the pad, swap the VIN.

99-04 Jeep Grand Cherokees are similar to this. The vin plate is attached to the dashboard structure, Not the body. Dashboard structure can be unbolted, required in order to service heater etc.
I bought one used for parts. In effect I have the VIN tag but not the vehicle it belongs to. Is that a Crime ?
