You can continuously bathe the part in a chelation agent or phosphoric acid by using a sprayer and sump pump w/ a kiddy pool for example, or immerse the part in either, but I doubt that's a route you want to take. Immersion in molasses for a few weeks also works, then media blast to clean.
Yes, rust conversion by brushing or spraying something on once is a myth.
