It could be low voltage to the motor. The voltage is easy to check. There are several threads on troubleshooting wiper motors and switches if you do a search. A bad ground can cause the voltage to be low too.
Or it could be too much resistance from the wiper arms and the bushing through the firewall. (Which I had on my Burban.) The resistance check would require removing the motor and running it disconnected from the arms to see if it runs cooler.
