One word....NO!

That's Lacquer, way, way, way outdated technology. Now mind you, I painted a zillion gallons of the stuff, my truck body parts sitting out side still look half way decent shot 40 years ago. But honestly, it's WAY outdated with much better stuff today.

It depends on what you are doing with it of course, there are many different types of primer used for many different things. Over bare metal Urethane isn't a great choice, but over bondo work and finishing up to paint it is. So it really depends on what you are using it for.
