To put it another way....

Static lowered is lowered the same all the time. You use drop spindles and springs usually to get this. It sits the same 365 days a year no matter what.

Non static is using an adjustable suspension that allows you to vary the height. Air bags and hydraulics mainly. Bad roads, raise it up, smooth roads, drop it down. Can't do that with static drop parts.
